Make User's Explore Settings Sticky#2491

Currently when you filter and set your Explore settings, they are overridden by your timezone setting the next time you refresh or login. This means the news you see in your Dashboard and in the Explore tab is entirely irrelevant and possibly even in the wrong language unitl you go back and once again filter Explore.

Expected behaviour: user sets Explore to desired locale and topic and these settings stick until he filters again. Neither IP address, browser locale, nor timezone setting may override a user’s settings.
