Expand roles for moderating/responding to comments#2473

Currently the roles are very arbitrary and could be improved for moderating comments. My situation right now is that I need help responding to comments, and Publer gives the ability to do this, however, users must be an Admin role to respond to comments on my posts. This does not work for my situation because I do not trust them enough with such power. Sometimes I may need to employ part-timers to help with comments, and giving them the power to delete my posts is entirely terrifying. I thought making them an Editor might be the solution but it’s not because they can’t reply to the comments (currently). So a real solution might be to have a role just for responding to comments. Or make it a checkbox per user, where you only give specific people the access to respond to comments. Either way, it needs to be somewhat controlled because maybe you don’t want everyone to have the ability to moderate comments, but you certainly don’t want to make them Admins.
