Option to disable certain in-app notifications#1118

I would like an option to disable the ever-returning message that my scheduling queue is empty every few days, the notification directly in Publer which cannot be disabled. Yes, I know I haven’t scheduled any posts, please leave it up to me to when and if I post 😘.

@Publer Yes, for e-mails, but not directly inside Publer. I had it disabled for e-mails since the beginning, but still get the notifications, which this request is about.
